Lead Cloud Data Platforms Systems Analyst

Overview

A Lead Systems Analyst us required to provide expert data platforms leadership to support ongoing systems and information management needs. This role focuses on designing and guiding data solutions that enable effective decision making, operational awareness and consistent reporting across the organisation's capabilities.

You will work with business and technical stakeholders to define data requirements, develop data models and systems designs, and ensure alignment with enterprise standards, security and privacy obligations. The role supports data related planning and delivery across capabilities including risk analysis, situational awareness, emergency management, search applications and reporting tools.

You will be required to produce the following deliverables, including but not limited to:

  • Enterprise and solution data platform designs;
  • Conceptual, logical and physical data models;
  • Data platforms roadmaps and transition states;
  • Cloud data platforms standards, principles and reusable patterns;
  • Systems design decision records and assurance reports;
  • Status reports and briefings for senior stakeholders.

Responsibilities
  • Setting and governing the strategic direction for cloud based data platforms and enterprise BI platforms, aligned with organisational and whole of government frameworks
  • Leading the transition of on premises data assets to secure, scalable cloud native deployments, ensuring continuity of critical data services
  • Designing and assure enterprise scale data platforms that support analytics, reporting, and emerging AI enabled use cases
  • Providing technical leadership for enterprise BI tools, enabling trusted, high quality data and effective self service analytics
  • Embeding data governance, security, privacy, and compliance requirements into solution designs
  • Acting as a senior technical adviser, influencing executives and guiding investment and design decisions
  • Mentoring technical specialists, uplift enterprise capability, and represent the Department in cross agency forums
Requirements
  • Consultancy (SFIA level 5) - Takes responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution. Identifies, evaluates and recommends options. Collaborates with, and facilitates stakeholder groups, as part of formal or informal consultancy agreements. Seeks to fully address client needs and implements solutions if required. Enhances the capabilities and effectiveness of clients, by ensuring that proposed solutions are fully understood and appropriately exploited.
  • Enterprise and business architecture (SFIA level 5) - Develops models and plans to drive the execution of the business strategy, taking advantage of opportunities to improve business performance. Contributes to creating and reviewing a systems capability strategy which meets the business's strategic requirements. Determines requirements and specifies effective business processes, through improvements in technology, information or data practices, organisation, roles, procedures and equipment.
  • Requirements definition and management (SFIA level 6) - Champions the importance and value of requirements management principles and selecting effective requirements management life cycle models. Develops organisational policies, standards, and guidelines for requirements definition and management. Plans and leads scoping, requirements definition and priority setting for complex, strategic programmes. Drives adoption of, and adherence to, policies and standards. Develops new methods and organisational capabilities for requirements management.
  • Systems design (SFIA level 6) - Develops and drives adoption of and adherence to organisational policies, standards, guidelines, and methods for system design. Champions the importance and value of system design principles and the selection of appropriate systems design life cycle models. Leads system design activities for strategic, large and complex systems development programmes. Develops effective implementation strategies consistent with specified requirements, architectures and constraints of performance and feasibility. Develops system design requiring the introduction of new technologies or new uses for existing technologies.
  • Specialist advice (SFIA level 6) - Provides organisational leadership and guidelines to promote the development and exploitation of specialist knowledge in the organisation. Maintains a network of recognised experts (inside and/or outside the organisation) who can deliver expert advice in relevant areas. Provides input into professional development planning across a significant part of the organisation to further the development of appropriate expertise.
  • Software design (SFIA level 6) - Leads the selection and development of software design methods, tools and techniques. Develops organisational policies, standards, and guidelines for software design and software architectures. Ensures adherence to technical strategies and systems architectures (including security).
  • Methods and tools (SFIA level 5) - Provides advice, guidance and expertise to promote adoption of methods and tools and adherence to policies and standards. Evaluates and selects appropriate methods and tools in line with agreed policies and standards. Contributes to organisational policies, standards, and guidelines for methods and tools. Implements methods and tools at programme, project and team levels including selection and tailoring in line with agreed standards. Manages reviews of the benefits and value of methods and tools. Identifies and recommends improvements.
